This is a House of debate. The Constitution requires that we have freedom of speech in this House. I wish you just give me a minute to explain what I am about to raise. There are points of order raised on Standing Order No.105. I have sat in this House for two years and several months. I have realised that Standing Order No.105 must be used to promote debate in this House. I think there is no crime in what Sen. Omtatah said. We should be allowed to table evidence electronically. I am an Information Technology (IT) expert and, therefore, know what it means. I raised a matter in this House about Moi University and I was told to substantiate, which I did electronically and presented documents. Up to now, I have not heard from the Chair about the status of my substantiation. Remember, it was last year before we went for a break. I am still waiting for the House to tell me the status of my substantiation. Every time Members raise issues and those on the opposing side quote Standing Order No.105; that is how we kill debate in this House. Sen. Omtatah raised a very important issue. I rose on a point of order to request that he be given time to explain the presence of Janjaweed in this country. I believe he was doing so, but we did not give him time to exhaust his explanation.
