As you can deduce from the above figures, 21 sub-counties, 203 divisions, 1,121 locations, and 2,018 sub-locations will be pending operationalisation even after this financial year. Owing to the acute budgetary constraints, the Ministry has been hard-put to operationalise all the gazetted units, opting instead to phase the operationalisation based on the following criteria: 1. Areas prone to insecurity; 2. Vastness and terrain of the area; 3. Population pressure and demand for government services; 4. Promotion of inclusivity and minority representation; 5. Anomalous administrative units, for example, a situation where there is a sub- county with only one division, implying that an assistant county commissioner and a deputy county commissioner cover the same jurisdiction; and, 6. Available infrastructure."}
