Order, hon. Members! There have been many rulings on this matter. Indeed, one can say there is a plethora of rulings on the matter as to whether or not an Assistant Minister is a Minister. As a matter of fact, the latest position is that, if you go to the Standing Orders, the Constitution as amended or to the National Accord and Reconciliation Act, âMinisterâ includes the President, Prime Minister, Deputy Prime Ministers, Ministers and Assistant Ministers so that Mr. Khangati, the Member for Kanduyi, is, in fact, a Minister. But by coincidence, he is assisting in the Prime Ministerâs Office. But, of course, I expect that the Prime Minister will treat his Assistant Minister with respect and decorum!"}
