Sifuna is a substantive point of order because it requires a proper ruling. The question is whether a Motion and a Bill are the same. I am taking it that the two individuals who rose on the points of order, Sen. Sifuna and Sen. Cherarkey, are both learned individuals. I would like to take cue on the fact that they probably understand the law better than I do. We will have to get clarification on that. However, Standing Order No.97(3) refers to right to reply.
