Speaker, as you are aware, the Fourth Schedule to the Constitution expressly delineates the functions of the national Government and the county governments in respect of education. Specifically, Paragraph 16 of Part 1 of the Fourth Schedule to the Constitution provides that primary schools, secondary schools, tertiary institutions and universities are functions of the national Government. On the other hand, Paragraph 9 of Part II of the Fourth Schedule to the Constitution provides that pre-primary education, village polytechnics, homecraft centres and childcare facilities are functions of the county governments."}
