I was part of the Bomas team and I know that we proposed several models of developing this country. At one point, we had gone all the way to the Ugandan system and we said: “Let us develop our country through the districts.” That did not pass, of course. I am saying that because we must come up with a very clear criterion; a criterion that does not create more suspicions."}
