{"id":1566282,"url":"http://info.mzalendo.com/api/v0.1/hansard/entries/1566282/?format=json","text_counter":35,"type":"other","speaker_name":"","speaker_title":"","speaker":null,"content":"RECOGNIZING the need to align Kenya’s development with global standards in AI adoption while also safeguarding national values, inclusivity, and employment; CONCERNED THAT currently there is no comprehensive legislative or policy framework to guide the governance, development, or ethical use of AI in Kenya a phenomenon that is potentially likely to affect innovation among local startups and youth-led tech enterprises; NOW THEREFORE, the Senate resolves that the Ministry of Information, Communication and Digital Economy develops a Policy on Artificial Intelligence and emerging technologies with particular emphasis on: i) promoting research and development of locally relevant AI solutions; ii) establishment of ethical guidelines to prevent misuse and ensure responsible application of AI; iii) establishment of regulatory ‘Sandboxes’ for supervised testing of AI and emerging technologies; iv) strengthening public-private partnerships to build digital skills; and v) integrating AI and coding into the education curriculum.
