I know some hon. Members thought that it was unnecessary. However, I am not saying whether it was necessary or not. It was purchased at Kshs700 million. I am very sure that if we asked our departments responsible for construction to build that structure today, they would spend up to Kshs4 billion or Kshs5 billion without finishing it. I think the manner in which we acquire property, as a Government, must also change. We can let the private sector do the development and then we acquire as a Government. If this is done, we will save on time and eliminate misuse of public funds."}
