It does not say âmay vestâ but says âshall vestâ â in the President and, subject to this Constitution, may be exercised by him either directly or through officers subordinate to him.â Allow me now to read the most important section here, again, Section 24:- âSubject to this Constitution and any other law, the powers of constituting and abolishing offices for the Republic of Kenya, of making appointments to any such office and terminating any such appointment, shall vest in the President.â"}
