A caucus of Independent Members is neither a political party nor a coalition. I was in the 10th Parliament when we established the concept of caucuses, mainly for Members who rebelled from different political parties, came together and took a position that they were united on. It is a post-election or a post de-whipping arrangement. We are looking at systems. I am just curious as to what kind of system we could create to accommodate such an arrangement."}
