Today, there was a pronouncement from a court of law that seems to injunct this House over a Bill that is yet to be presented here. This relates to the National Government Constituencies Development Fund, for which we have just completed public participation. I know Kenyans are more litigious, particularly the civil society, but how do they preempt what is not even before us? Do we treat this as a judgment or as idle bystanders? We are lost. How do we injunct something that is not with us?"}
