Anthony Oluoch","speaker":null,"content":"I want to speak on the State Department for Infrastructure. One of the key issues I have raised is related to the question of equity. Recently, I heard pronouncements being made about secularisation being an illegality. I looked at Section 6 and Section 32(a)1(c) of the Roads Act. They clearly allow the Cabinet Secretary to set aside part of the money, a 50 per cent allocation for distribution, to invest it, and then plough it back so that we can deal with two things. One is a question of pending bills, which continue to be a big impediment in the rollout, carpeting and maintenance of roads in constituencies in Nairobi. So, secularisation will deal with pending bills and, at the same time, the question of equity."}
