It will be recalled that in the last Parliament, I brought a Motion asking the Government to set up a marshall plan for those areas so that we can catch up with the rest of the country. I am pleased that the Government created a Ministry and appointed a Minister. Unfortunately, it looks that every one step we take forward, we seem to be taken two steps backwards as far as northern Kenyan is concerned. It is illogical to expect a driver to be a Form Four graduate. I bet here and challenge whoever came with this idea to bring me the best driver from Nairobi and I give him a driver from Ijara who has never gone to school, we test them when it rains in Ijara and see who will reach his or her destination without any problem."}
