We know the causes of cattle rustling; we also know how we can eradicate it. We know what happens. Today's cattle rustling is not the traditional type. That is what has brought a problem. In the traditional set-up, cattle rustling was used as a restocking measure after a drought. If there was no drought then there would be no cattle rustling; if there was drought then there would be cattle rustling with the sole purpose of restocking. The only way of restocking was by stealing another community's cattle."}
