I was very dismayed by Dr. Khalwale's proposal. I supported him when he came up with it, but I was disappointed to find that he committed the same crime we were fighting against: Lack of consultation! When he came up with a list and he said he had consulted, even the Chief Whips said he had not consulted them. We appreciate his contribution but I think we should remind him that this is not bull-fighting. In bull- fighting, you need limited consultation between the bull and the trainers, but in this case, we need much more consultation, whether it is Dr. Khalwale's team or a team from the House Business Committee (HBC), to make sure that whatever we start is supported by a broad cross- section of this Parliament.
