I am seeking the indulgence of the Chair. The Leader of Government Business, who is a very good lawyer and the Vice-President of the Republic, is fully aware of Section 17(3) of the Constitution. It states that:- \"The Cabinet shall be collectively responsible to the National Assembly for all things done by or under the authority of the President or Vice-President or any other Minister in the institution of his office\" I am sure he has copies of the answer. Why can he not be responsible to the National Assembly by answering the Questions on behalf of the Ministers?"}
