It is very clear that, whereas the intention is very noble - to make sure that the commission is independent - there is one point which was not thought out through. If there is no chairman, who convenes the first meeting? We have a provision in our House rules which says that even a committee will elect a chairman from amongst its membership. There has to be somebody to call the first meeting, so that the commissioners can meet and elect a chairman. If there is no chairman, we shall have a hitch. It would mean that we may as well forget about the whole Bill, because it becomes a non-starter. Thank you, Mr. Chairman, Sir."}
