I was with my brother, hon. Koech, when we visited Cuba. Cuba is a very small economy compared to the economy of the Republic of Kenya. They have deliberately planned for various sectors. I bet the Ministry should plan for the Ministry of Education, not in terms of whether we should have the 8-4-4 system or the old system, but with a deliberate effort to eradicate illiteracy. Illiteracy was eradicated in Cuba in 1959. In Kenya today, where the people who sit as acting Speakers are professors, we still have illiteracy."}
