It sounds alarmist. We now have a new Commissioner of Prisons along with the very able Deputy Commissioner of Prisons. Both of them have assured me that they intend to turn around the Prison Service within a maximum of three years. Let us give them all the support. As I said, we will come back to this House with this matter because I feel there is unfinished business. We all need to appreciate the condition in our prisons. I thank the Member for Mutito for bringing up this Question. I think it is a precursor, if you like, or an appetizer, to the kind of reforms that the Ministry will deal with."}
