The issue of the risk of registering foreigners has not been adequately addressed. Why do I say so? It is because we know that there are cases of young adults, aged 20 or 21 years, who do not have identity cards. I gave an example of Eastleigh. A young man who looks like he is 20 or 21 appears before the registrar in Eastleigh and says: “This is the chief of my area and these are the elders; I did not get an identity card at the point when I should have had it”. The chief simply says: “The elders and I know him. Can you register him?” There is a possibility of registering non-Kenyans, and that makes them citizens of Kenya. Are there situations where the Minister is going to put in place measures to make sure that this is not abused?"}
