Whereas I support the Motion, I would want to urge the Mover, if the Motion is passed or the Assistant Minister would bring a Bill if the Motion does not succeed, that we must balance the need for preventing inflammatory statements with the right to privacy which is constitutionally guaranteed. It is a tricky balance. Every Kenyan has a right to privacy. Whereas I condemn the way people sent around hate messages, especially during the crisis period, and at the same time, I strongly condemn the way Safaricom and others, I want to specifically say Safaricom because I am subscribed to Safaricom - was invading people's privacy with irrelevant messages. Therefore, I would urge the Member that when he will introduce the Bill, he needs to take into account freedom of privacy. With those few remarks, I beg to support."}
