Section 22(1) of the Persons with Disabilities Act, 2003, states that a proprietor of a public building shall adapt it to suit persons with disabilities in such manner as may be specified by the Council. Sub-section 2 further states that all proprietors of public buildings shall comply with Sub- section 1 within five years after this Section comes into operation. Unfortunately, the said Section has not been gazetted and, therefore, cannot be enforced. But I want to assure hon. Lekuton and the House that we will be looking into this matter because this is a very important issue. All the buildings that we have in this City and other major cities are really not user-friendly when it comes to persons with disabilities."}
