INTRODUCTION OF PROPER SANITATION FACILITIES IN POLICE/PRISON CELLS THAT, affirming that the Government is committed to the rule of law and the rights of its citizens; concerned that police and prison cells have not for a long time been expanded to accommodate suspects arrested for various crimes; cognizant of the fact that under the Kenyan Constitution nobody is guilty until proven otherwise; aware of the need to safeguard health and dignity of the suspects during their stay in police or prison cells; noting that such people are forced to relieve themselves in buckets; a system that was started by the colonial masters and considering that convicts in prisons now enjoy modern facilities; this House urges the Government to outlaw the use of buckets in police and prison cells and introduce proper sanitation facilities."}
