I would like to draw the attention of hon. Members to the Section as it currently reads. The proposal which is being made by the Attorney-General is to replace Sub-section 77(3)(e), which already contains a proviso on hate-speech. It also has a provision to protect those who are well-intentioned and well-meaning. In other words, the proposal by the Attorney-General wishes to take away the proviso that protects those who are sincere in their freedom of speech. Therefore, the proposal is suspicious. It is not necessary. I would like to urge the hon. Members to support this amendment to ensure the deletion of the proposed new Sub- section 3."}
