I have heard loud and clear the views that have been expressed by hon. Members. This is not a new situation confronting us. This is an issue that has been on the table for a considerable amount of time. This is an issue that requires us to actually deliberate in a cool and sober manner. I would like, with your permission, just to go back and refresh our memories on this particular debate. I have been accused of changing what the Budget Committee Report presented and was adopted by this House. I would like to remind this House that there were intense negotiations between my Ministry and the Budget Committee. There are Members of that Committee here and I speak my word. That was done through the auspices of the Speaker’s Office. As we discussed, we went through the challenges that we are faced with as a country and as an economy."}
