The hon. Member should not under-rate pastoralists and cattle rearing. However, the two development authorities that he talked about, initially were very vibrant, but after the re- organisation of the Government and especially the establishment of the Electricity Regulatory Board, most of the electricity generating equipment was transferred from these authorities to the new organisation. As a result, the two authorities suffered financially. Therefore, they were not able to perform some of the responsibilities like what the hon. Member has talked about, in terms of development. As I said earlier, once a policy is in place for the regional development authorities, then we will be able to secure funds both from the Government and the private sector."}
