Since January, 2003, I have been promised by the Ministry that this project would be done every other year, just to step- down electricity to market centres. It was one line from Homa Bay to Mbita non-stop. It did not drop anywhere. Even in my home, where it has passed over my roof, I do not have electricity. I was told just the other day that there is a contractor who has been identified, some Chinese contractor, who sub-contracted some Kikuyu contractor, and that this thing would be done by September 2007. Now he is telling me that it will be done in April 2008 when I will have already lost. 3016 PARLIAMENTARY DEBATES August 8, 2007 Could he tell me why this thing has to delay up to that time, just to step-down electricity? All the things he is talking about like survey, procurement and engagement of consultant engineers are irrelevant for purposes of stepping-down electricity."}
