The law of natural justice requires that there be a right for reply. Yesterday, during the debate on the Vote of the Office of the President, it is hon. Dr. Khalwale, who raised this issue and tabled a document on the Floor of the House. Although the Chair has ruled that the Front Bench on the Government side should desist from seeking clarifications, I think this is one of those exceptional circumstances where hon. Dr. Khalwale, the originator of this matter, should be given a chance to seek clarification."}
