A Bill is coming before this House called the Kenya Communications (Amendment) Bill, which will have a lot of bearing on this Bill. I would rather we delay the discussions on the constitutionality of this Bill until we are happy. Secondly, if you look at this Bill--- I know that the Government is impatient about it. They want to pass this Bill because I know the political motive behind it.
