In order to encourage the expansion of these institutions, I propose to zero-rate taxable goods and services supplied by registered persons for use in the construction or expansion of private universities, excluding student hostels and staff housing which are already covered by a different regime. Mr. Speaker, Sir, to further promote equity in our Excise tax systems and to enhance tax administration, I propose to introduce the following simplifications:- On cigarettes, I propose to re-categorise the existing cigarette brands to be based purely on the cigarette characteristics, which basically comprise of length, package and whether it has a filter or not! 1840 PARLIAMENTARY DEBATES June 14, 2007"}
