For example, that legal instrument should be able to provide for criteria for selection of a board, composition of that board and a trust deed for fundraising strategies and, of course, running a Ministry is not like addressing a political rally! You have to have systems put in place; a memorandum has to be done to the Cabinet to approve and allocate funding."}
