(a) I am not aware that youth selling water and other refreshments at the Garissa/Mororo Bridge are being harassed by police officers. However, I am aware that the Garissa/Mororo Bridge is classified as a vital security installation, which is guarded on a 24-hour basis. As such, no persons are allowed to conduct any business within the vicinity of any vital installation. The bridge itself is about 100 metres long, and there is a police patrol base on either end to ensure security of the bridge and keep away idlers, layabouts and hawkers, who interfere with security operations within the vicinity of the bridge."}
