Would he agree with me that the circular he is referring to, which he has indicted is a routine circular, undermines the very principle of devolution and that undermining of the Constitution actually amounts to an actionable criminal offence on the part of any civil servant or a Minister who defiles the clear language of the Constitution by purporting to fill vacancies administratively, when he knows that there is a procedure set out in the law on how to fill those positions?"}
