That shows that he is not willing or he is avoiding to answer this Question. Will I be in order, therefore, to request that the matter be referred to the Prime Minister, so that he asks all Ministries, including this Ministry to table the contracts because the amount of money is colossal – Kshs1 billion – and there is not a single contract that has been tabled in this House?"}
