Members, I am being informed, which I did not notice yesterday, that the notice of the Motion on the Presidential Address was not given, and that His Excellency the Vice-President and Minister for Home Affairs attempted to move the Motion. I do not have the HANSARD, but just for the avoidance of doubt, and because this matter is coming to the House today, I will ask His Excellency the Vice-President and Minister for Home Affairs to give notice of that Motion now. That is where the technical problem is. He did not give notice of the Motion; he moved it, which he was not capable of doing without notice. So, I think I will now allow Mr. Omolo to take a little time to prepare that Notice of Motion, so that it can be given at this stage. In the meantime, I will allow my colleagues to come and take their seats. Will you now call out Order No.5?"}
