So, I do not know why the Ministry wants to extend this period to a four-year renewable term, as opposed to a two-year renewable term. The Minister will be tying his hands if he is going to sign a four-year contract with somebody. The Ministry will have to pay such a person's salary for all those years, even if he will not be performing."}
