I think it is quite clear that we are making a lot of progress. The free primary education is making a lot of difference to many children who would not otherwise have had a chance to access education. Nevertheless, we are trying our level best to provide more teachers. However, we do not have enough resources to employ more of them. As I have said, in the next two years or so, this will be a thing of the past. But we must have the resources to be able to recruit the required number of teachers."}
