I agree that there must have been dropout cases but, overall, it is clear that there was no case of large numbers of students dropping out. We know that there was a problem. Obviously, Kshs1.8 million was not enough. I wish we had enough resources. That was just a token to the secondary schools that benefited in that district. These were resources that could help ameliorate the situation. The idea was to come up with a permanent solution. In the meantime, we decided to do what we could. Those were the little resources that were available for those schools in the last one year."}
