The best we can do as a Government is to support free primary school education. We look upon other partners, including NGOs, religious organisations and Kenyans themselves who are doing a great deal to support orphans, to come in and help the unfortunate among us. Other than that, there is no actual official programme of dealing with orphans in primary schools."}
