Mutiso","speaker_title":"","speaker":{"id":273,"legal_name":"John Mutinda Mutiso","slug":"mutinda-mutiso"},"content":"Mr. Temporary Deputy Speaker, Sir, I beg to move the following Motion:- THAT, in view of the acute shortage of housing and high mortgage rates in the country; cognizant of the fact that shelter is a basic human right; aware that very few Kenyans can afford to pay for decent housing, this House calls upon the Government to introduce a Bill for an Act of Parliament entitled the Community July 12, 2006 PARLIAMENTARY DEBATES 2017 Housing Re-Investment Bill to provide for the establishment of a fund from which low income earners can acquire loans to develop houses of their own or purchase existing ones at low interest rates. Mr. Temporary Deputy Speaker, Sir, housing is a basic human right. This country has seen a decline in the provision of housing countrywide, both in the urban and rural areas.
