Dr. Oburu has just mentioned something that was a matter of concern to me, when I issued my Statement earlier in the week. The matter is: How do we deal with a situation where the Chair instructs a Minister to bring a Ministerial Statement to the House and, in the period before that Ministerial Statement is issued, a Committee of the House asks him to appear before it and discuss matters which he is supposed to report to the House. Dr. Oburu's concern was: Why am I speaking here when the Committee is dealing with the matter? I have asked myself: Who do I go to? The Speaker has asked me to issue a Statement in Parliament and the Committee is asking me to go and present it before them, and not the National Assembly. I did not get a clear ruling on that matter."}
