I could not refuse to pay without letting the cat out of the bag. I paid for a road licence for my car knowing very well that the road licence was to be scrapped. I did that knowing that there were many Kenyans like me who would be caught in it. We consulted and there is a provision for refund if people so insist by offsetting that against their tax. However, the spirit we are getting is that Kenyans are saying: \"I paid on the last day.\" This is like if you had paid your tax and then it was lowered the next day, you cannot go back to ask for a refund. It is a contribution that people have made to their country. I believe the solution will be, once we repair and construct new roads, people will feel: \"Yes, I paid and I will continue paying the fuel levy so that I get a better road for me and my children to travel on.\" Mr. Chairman, Sir, with those few remarks, I beg to move."}
