I propose that we amend Clause 9, so that Sections (2)(3) and (4) are deleted and a new clause be inserted, which should read as follows:- \"Any person who commits an offence of attempted defilement with a child is liable upon conviction to imprisonment for a term of not less than ten years\". Mr. Temporary Deputy Chairman, Sir, if the current Bill sails through as it is, Sections (2), (3) and (4) presume that a rapist who rapes an 11-year-old child commits a greater crime than the one who rapes a 12-year-old child. We should drop these three sections so that we harmonize the law. If somebody rapes a child, it does not matter whether the child is 11 years or 13 years old; it is still rape of a child and it must be punished heavily. That punishment should not be less than ten years in jail."}
