The first one is that we must ask ourselves the question: Yes, there is need for a framework for formal consultations between the County Governments and the National Government. Excellent! Why do we need a Council of Ministers on one section established under proposed Clause 19 and Council of County Governors? Why do you want a Council of County Governors, and, at the same time, we want the National and County Government Co-ordinating Summit established under Clause 7. I pose that question because I am looking at the functions that the National and County Government Co-ordinating Summit which I shall from now, call Summit, shown under Clause 8. The functions of the Council of County Government are shown under Clause 20. The differences really are minimal."}
