It says:- “If a county assembly fails to enact any particular legislation required to give any further effect to any provision of this act, a corresponding national legislation, if any, shall, with necessary modification, apply to the matter in question until the county enacts the required legislation.” I was looking at this and I think there is a blank here. This is because in case there is no relevant national legislation, then there is a vacuum. So this is an aspect that needs to be addressed among these laws that we are debating at the moment."}
