Namwamba, Githae, Olago and Baiya, one wants to consider carefully the legitimate role of Parliament and the meaning of the independence of constitutional commissions. I have to agree with these hon. Members that Parliament cannot be limited in its oversight and the deliberative role on any matter. These roles are invested on Parliament by Article 1 of the Constitution which recognizes that all sovereign power belongs to the people of Kenya and that this sovereign power may be exercised either directly or through democratically elected representatives."}
