Hon. Members, it is the presumption of the Chair that you are versed with the rules of the House when it comes to a Constitutional Bill. Standing Order No.68 (1) states as follows:- âIn every instance where the Constitution lays down that a fixed majority is necessary to decide any question, the House shall not proceed to a division on that Question unless and until a number of Members equivalent to such fixed majority is present at the time for directing the division.â Two thirds is 148 hon. Members who have to be in the House. So, the Chair is now directing that the Division Bell be rang for five minutes after which a head count will be undertaken. We will only proceed to a Division if that requisite number is in the House. Ring the Division Bell."}
