We also have (b) which deals with âin any other exceptional circumstancesâ. I find this a little bit too dangerous because a County Government should only be suspended for specific reasons and exceptional circumstances. If you do not give any indication as to what constitutes exceptional circumstances, that would be dangerous. However, I am aware that in the Draft Bill for Public Finance, there are provisions that may be relevant in terms of the Presidential Powers to suspend a County Government. I think âexceptional circumstancesâ is where the problem is."}
