That is because I did indicate to the Deputy Prime Minister and Minister for Local Government, and the hon. Attorney General that I will be taking an issue regarding the constitutionality of the President’s Memorandum. If that is to clarify those issues, then may I have permission to lay the basis on why this Memorandum is unconstitutional?"}
