I am not sure that we have restricted the county governors and county assemblies to employing people from within their counties. It might be a county land board, but I am not sure that we have restricted recruitment only to citizens of the county. I think that would go against the grain of what it is to be one nation. If you come from Embu County, as I do, and you get a good person who comes from Migori, Baringo or some other place, there is no reason they should not be employed. So, I have issues with that amendment."}
